"A  Third of the East Timorese population had
perished by the early 1990's as a direct result
of the Indonesian military's efforts to secure the
Island. These people had died in the fighting or
due to its consequences, many as victims of
the famine induced by their forced relocation
away from the interior of the island. Of a population of  750,000 more than 250,000
had died.  This was the highest per capita death
toll of  any conflict in the 20th century."

On  August 30, 1999, the people of East Timor
voted by means of a direct, secret and universal
ballot to begin a process leading towards
independence.  UNAET (United Nations
Transitional Administration in East Timor)
was established on October 25, 1999 to administer the Territory, exercise legislative and
executive authority during the transition period
and support capacity-building for self-government.
